ISPOR
ISPOR—The Professional Society for Health Economics and Outcomes Research—is a global professional organization devoted to advancing health economics and outcomes research (HEOR) and its application to healthcare decision-making. Through its Good Practices Task Forces, Value in Health publications, conferences, educational programs, regional networks, country chapters and student chapters, ISPOR has played a major role in developing and disseminating the methods that underpin contemporary health technology assessment (HTA), including economic evaluation, utilities, QALYs, cost-effectiveness analysis, modelling and value assessment.
This global influence makes ISPOR an essential knowledge base for review against the requirements of lawful measurement. Quantitative claims concerning therapy impact require more than numbers and mathematically correct calculations: the numbers must first satisfy the measurement properties required for the arithmetic operations undertaken. The ISPOR reviews presented here therefore ask a foundational question: does the methodological framework promoted internationally by ISPOR recognize that measurement must precede arithmetic and satisfy the requirements of representational measurement before quantitative therapy-impact claims can be scientifically meaningful?
