What This Program Is

Health technology assessment is built on numbers such as cost-effectiveness ratios, utility scores, and modeled outcomes that are treated as evidence for decision-making. This program asks a prior question: Do these numbers meet the requirements of measurement?

Using structured interrogation of HTA OpenAI  knowledge bases with large language models, this program demonstrates across over 100 agencies, journals, and countries, that core measurement standards are not met.
