Health Technology Assessment Rebuilt:

Evidence and Value

A 12-Module Program Using OpenAI to Interrogate Measurement Standards in HTA

What This Program Is

Health technology assessment is built on numbers such as cost-effectiveness ratios, utility scores, and modeled outcomes that are treated as evidence for decision-making. This program asks a prior question: Do these numbers meet the requirements of measurement?

Using structured interrogation of HTA OpenAI  knowledge bases with large language models, this program demonstrates across over 100 agencies, journals, and countries, that core measurement standards are not met. The implications are direct: if measurement is not established, numerical claims cannot be interpreted as evidence.

This is not a theoretical critique. It is a systematic evaluation of how HTA actually works and where it fails. More importantly, it provides a practical framework for moving forward.

What You Will Gain

After completing this program, you will be able to:

  • Identify when HTA claims fail measurement standards
Recognize when cost-effectiveness ratios, utilities, and QALYs lack a valid measurement foundation
  • Distinguish evidence from simulation
Separate evaluable claims from modeled outputs that cannot be empirically tested
  • Interrogate HTA frameworks using AI techniques
Apply structured large language model interrogation to uncover hidden assumptions and measurement failures
  • Interpret logit-based analyses of HTA knowledge bases
Understand probability–logit profiles and what they reveal about HTA practice
  • Evaluate submissions and published analyses with confidence
Challenge claims at their scientific foundation, not just their assumptions
  • Construct measurable value claims
    Develop protocol-driven claims based on:
    • manifest attributes (ratio scales)
    • latent attributes (Rasch logit measures)

Why This Matters

HTA decisions determine which therapies are funded, restricted, or denied.

If the underlying claims are not measurable, they cannot be evidence.

This program equips you to determine the difference.
